President Robert Mugabe and opposition leader Morgan Tsvangirai met on 18 September 2008 to discuss the make-up of the new Cabinet. A spokesman for Tsvangirai's Movement for Democratic Change (MDC) stated, however, that the talks were "deadlocked" because Mugabe's ZANU-PF was claiming all the most important Cabinet ministries, such as Defense, Foreign Affairs, Home Affairs and Justice. The talks are scheduled to continue, but no information has been released as to when they will restart. ZANU-PF and MDC signed a power-sharing deal on 15 September, according to which ZANU-PF will have 15 Cabinet seats and MDC 13, with three seats going to a break-away MDC faction. Tsvangirai is to become prime minister, while Mugabe will retain the presidency. Despite initial optimism over the signed agreement, the recent deadlock suggests that Zimbabwe's political crisis is not yet resolved.
