Increased risk of transportation disruptions and civil unrest throughout Caracas

There is an increased risk of transportation disruptions and civil unrest throughout Caracas, especially in the downtown area, on 9 August 2008, as thousands are expected to protest a series of decrees by President Hugo Chavez that critics say are similar to measures already rejected by voters in a December 2007 referendum. Demonstrators are expected to end their march at the National Electoral Council.
