Rwandans staged a protest on 10 November 2008 after former President Juvenal Habyarimana's chief of protocol, Rose Kabuye, was arrested in Germany the previous day. Kabuye was arrested at Frankfurt International Airport (EDDF/FRA) subsequent to an international arrest warrant for her alleged involvement in the downing of Habyarimana's aircraft in 1994, which triggered Rwanda's genocide. Approximately 7,500 protesters gathered at the German Embassy and marched to the offices of Germany's international broadcaster Deutsche Welle on the outskirts of Kigali. No injuries or arrests during the demonstration were reported. Rwandan officials have also announced that additional demonstrations are planned for 11 and 12 November in Kigali. Kabuye is the first Rwandan to be arrested after a French court issued nine arrest warrants for individuals whom it believes are connected to the downing of the aircraft. The arrest warrants resulted in the suspension of diplomatic ties between Rwanda and France.
