Border partially re-opened

North Korea partially reopened the border with South Korea on 16 March 2009 to allow for those stranded on both sides of the Demilitarized Zone (DMZ) to return to their homes. Despite this move by Pyongyang, South Korean cargo is still not permitted to be delivered to factories located in Kaesong. Communications remain limited between the two countries since North Korea cut the hot lines between the two last week.
