Threat to resume fighting unless the government agrees to talks.

The National Congress for the Defense of the People (CNDP) rebel leader Laurent Nkunda warned the Democratic Republic of Congo (DRC) government on 4 November 2008 that he will resume fighting unless the government agrees to talks. Nkunda added that if the government refuses to negotiate, the rebel group will not only take over the North Kivu provincial capital of Goma but will also extend the violence to Kinshasa. The DRC government has refused to talk with Nkunda, stating that any negotiations must be under the framework of the January 2008 U.N.-brokered ceasefire, while Nkunda has demanded direct negotiations. The U.N is currently attempting to arrange a summit between the DRC and Rwanda -- which the DRC government accuses of supporting Nkunda's efforts -- in a bid to resolve the DRC's humanitarian crisis.
