More than 10,000 security officers throughout the capital city of Phnom Penh

Ahead of the Cambodian Independence Day (9 November) and the annual Water Festival (14 November), officials stated on 3 November 2008 that they have posted more than 10,000 security officers throughout the capital city of Phnom Penh. Officials stated that the top priority is maintaining the flow of traffic. Typically tens of thousands of participants assemble on the riverfront for three days to watch the Om Tuk boat races, blocking traffic. Areas such as the Royal Palace have also been affected by these traffic delays and closures. Roads around the riverfront have been closed in anticipation of the crowds and diversionary routes have been implemented. Other areas expected to experience large crowds are the Independence Monument on Sothearos Boulevard, the park near the Royal Palace and Wat Phnom.
